The magnetic brainchip is only capable of monitoring current brain activity... it cannot reach into the mind and find any memories, nor can it install memories into the mind. When a false memory is relayed to the brain, the mind is tricked into thinking that relay is actually a memory rather than a current-time relay message/memory.
Blocking memories is done the same way, AI in the brainchip is so much faster than the neurons, when the mind tries to recall a particular thing like a word, a thought, a memory... AI can block those normal functions of the brain. memories are not erased... they are simply blocked instead.
