His family members might try searching online for grants for this. Also, a family member can be paid by the state or federal to give nursing care to the man. I have heard of this several times in the last few years. Once again, the family or friend of the family can search the web for the specific state and see what programs they have available.

However, I noticed there were several HUGE rays in Montana and Idaho - shooting out to the north in Montana and lower Montana and west to Idaho.
