Are you sure it is due to 'downpours' and NOT water emanating from UNDERGROUND? There are videos showing this very thing in Germany, for example. And while there are storms, for sure, I wonder if it IS coming from underground as well. Because it sure does seem to be. I know it did in D.C. No surprises there -- BLEACHING THEN FLUSHING THE HUMAN-MATTER SPATTERED SWAMP, which was underground just as much as above ground.
