Question to James Kitchen Constitutional lawyer

I wish to know why no lawyers are pointing to the ICCPR and the duty to accommodate portion of 180 of the criminal code and no one is demanding a writ in the nature of mandamus to enforce 126,176, 180, 423 and 465 of the criminal code!
