Q-18-21 possessing handguns? A: Currently, there is no federal law, nor PA state law prohibiting someone in this age group from possessing a handgun, so long as they are not otherwise prohibited. What the are prohibited from doing is purchasing through an FFL, or obtaining a LTCF, which generally prevents them from concealing a handgun, and generally prevents them from having a handgun in or upon a vehicle (18 Pa.c.s. 6110.1; 6106(b); 18 U.S.C. 922(b)(1))

-18-21 on building handguns?- Currently no PA state or federal prohibition

-18-21 on purchasing ammunition?- Currently an FFL is prohibited from selling someone in this age group ammo that they know to be for a handgun. There is no prohibition on occasional private sales from a non-ffl (so long as someone is not unlawfully engaging in the business of dealing ammo without a license), or gifts. See 18 U.S.C. 922(b)(1)
