Why did the Election Assistance Commission hire Jessica Bowers, a former Dominion employee?

I delve back into Jessica Bowers and why she was hired at the Election Assistance Commission when she had a conflict of interest in her resume, she was a former employee of Dominion Voting Systems for 10 years. Did anyone at the EAC know of this prior employment? Was this person properly vetted before being hired? If so, then why did they hire her knowing they would have to sign off on Dominion Voting systems software in some states? Jessica Bowers was present in Pennsylvania on January 17th, 2019 when Dominion Voting systems were displayed to Kathy Boockvar and others. I look into the gamestop stock and its massive run from 6 dollars to over 300. The Maricopa county audit will not allow Jovan Pulitzer to use his method to audit the votes. They will only choose from two companies authorized by the EAC to do this, Pro V&V and SLI Compliance.
