Exactly! A mandate is not a law, a mandate can be enforced, but only if both parties (mandator/enforcer and participant/subject) agree to it. The person who is receiving the mandate/order has to agree with the mandate/order for it to be enforced, you decide whether or not to follow it. Like when an officer issues you a ticket, if you accept it and sign it, you are agreeing to it and are entering into a contract.

Lololol, it's a good question to ask, they'd probably get offended. I asked a cashier the other day what she does when she has to sneeze, does she sneeze in the mask and continue to wear it or change it, or does she remove it, needless to say I'm not welcome in that store anymore lolol. @Melissa Lev: At the beginning of this whole scam I went to the store, they made a stink but left it alone when I said I have an exemption but the cashier didn't want to help me even though he did and he made a comment about just doing my job and I told him didn't the nazi guards that led the Jews into the showers to be gassed just doing their jobs?
