Nicely Built Cheap Radio, But Unacceptable Below 200MHz Tx(only good for listening)

The Radtel RT-470x has so much going for it except for horrendous spurious emissions. Therefore it cannot be used below the 200 MHz without bleeding off into other off-limit zones of radio-wave usage.
Cannot be used as designed for the lower frequencies. HAM radio operators are responsible for what their radios emit in populated areas where everyone needs a usage zone.
In unpopulated areas you still run the risk that someone is getting stomped upon by your spurious emissions, though unlikely.
