Nashville Bomb Analysis - IED?

Is there evidence of a crater? Looks like somebody needs to have boots on the ground to have a closer look. I have a hunch that this was pre-planned. AT&T building was damaged by this. Weren't they tasked to investigate the dominion machines? Seems like a warning if you ask me.
