Jovan's chart gives one candle for each home precinct (by voter address) and colors the candle according to which Vote Center the ballot was dropped off at. Say there's a dark blue that says Pembroke and it measures a 4: that means 4 voters with addresses in Pembroke voted at the dark blue-coded Vote Center.
Batch after batch, the votes at each Center distribute perfectly across many precincts. Someone had to be "sitting on the server" watching how many votes they needed, then spread them across the precincts so it didn't look like a ballot dump.
