We return to this question in this latest video, now with new instrumentation that has allowed us to view the real time interference of the counter-rotating light in a 1km fiber optic loop. I have set up a camera mounted on the gyroscope so that the perspective of the rotating observer is obvious. The last half is a philosophical discussion of the implications, in particular the idea of an absolute state of rest in the universe as would be implied by the results. This discussion is also related to the one way speed of light question.
