I kind of see that government agents point. he just didn't want to lose his income by talking to you in public.
same as if you walked into a hospital and tried to talk to a doctor who was performing surgery.
their job while on duty is to interact with people in a specific manner.
like the government agent said, if off duty he could discuss this with you.
government is evil, no doubt about it. and their agents are doing the work of evil.
but some of those government agents would rather work somewhere else if they could.
