Galveston Police officer Jared Rivas was off duty when decided to beat up everyone at a pool in an apartment complex. On duty officers allowed him to do it, and never arrested him. No the Galveston district attorney has taken a significant amount of time to try to determine if charges will be filed against Off duty Galveston Police Officer Jared Rivas. It's clear to the world that he committed crimes, so I guess the only question that the DA is trying to determine is whether or not he should be held accountable for those crimes, and they are taking a LONG TIME to try to figure that out.
