Anything that is in motion, accelerates, decelerates or travels at a constant velocity such as light has a time component as part of it's function. Another name for God is "The Prime Mover".

The biggest problem is finding a galaxy that is not being influenced by other galaxies to find the point where time can speed up without being influenced by mass.
