Citizens who actually reside in a disaster affected, who are capable and competent, should ALWAYS be working with any federal entity or NGO offering support in disaster recovery. They know the terrain, the people, and are deeply invested in the effort to save and rebuild their communities.
As a matter of fact, we should even be paying locals to participate in the recovery and reconstruction (which we can easily do, btw), supporting the local economy and ensuring the people who are the most affected and in need of jobs have them.
What we should NOT do is arrest and prevent locals from recovery efforts, while handing recovery positions to federal agencies, as good as they might be; nor should we allow reconstruction contracts to be awarded to opportunist profiteers and corrupt NGOs who want to buy now dirt cheap land from the recently displaced and now impoverished locals who lost everything. And yet, this last point is what normally happens.
In other words, we incentivize disasters at many levels, rewarding various parasitic entities and businesses who make money from the suffering of hard working Americans who often suffer the most by losing everything in a disaster. Cases in point: Katrina, Maui, and now, Asheville.
