As a slow moving tropical system (Invest 98L) moves across Southern Texas it brings rains of 2-4 inches and hour and 20-30mph winds. This causes nearly empty beaches as beaches in Mustang Island flood and strong winds keep vacationers on the last weekend of summer break away. Local cotton farmers watch fields soak up much needed rain.
