Richard Citizen Journalist filmed the sand bags going up all around drainage ditches at the mall. Then he later posted video footage of flooding in the area. Flooding occurring when there has been NO rain at all, and coming from below. That is not a natural phenomenon. The news reported the Potomac was "over flowing".
