Rescuers scrambled to evacuate trapped residents in Manila on Thursday after typhoon Vamco's strong winds and torrential rains inundated the Philippine capital and several provinces in the main island of Luzon, causing severe flooding and leaving at least seven people dead.

The typhoon, the 8th to hit the Philippines in the past two months and 21st of the year, forced residents to climb onto rooftops to await rescue after tens of thousands of homes were submerged.

Nearly three million households in and around Manila were left without power following the typhoon, as people waded through waist-high floods, carrying valuables and pets.

Philippine President Rodrigo Duterte on Thursday in a televised national address ordered government agencies to rush aid to people affected by Vamco.
