It's normal if you are Bozo Biden, he just can't get his hands on enough children....but what does it say about the Childs parents....clearly they must know about it, so they are probably receiving special gifts from Bozo for them to ignore the open molestation of one of their children . Someone should call the police to have Bozo Biden arrested , assuming they can find a police person who isn't on the take.
