Therein lies the problem, legislating my the executive. Executive orders only apply to the executive bureaucracy not to the people. But that is not how they are interpreted, they are interpreted as law which they are not. Government is by consent of the governed, not forced coercion. And even for the misinformed that believed they gave consent, Article I, Section 8 has 18 clauses delineating the powers bestowed and Section 9 has 8 clauses that define restrictions on the powers granted and lastly Section 10 has 3 clauses restricting the states from certain powers. Everything else is outside the scope of the coup of 1787 document. But the ignorance of the people regarding such matter is astounding.
