Larry also explains how the California Environmental Quality Act (CEQA) has caused a massive housing shortage. The low home inventory feeds into skyrocketing prices and a lack of affordable housing. He also explains how well intentioned policies like prop 47 that reduced criminal penalties have backfired and caused crime to skyrocket.
