The New Orleans Police Department arrested four minors in connection with a deadly carjacking where a woman was dragged to death Monday afternoon.

According to police, four suspects wanted were taken into custody on Tuesday.

Superintendent Shaun Ferguson confirmed that one 17-year-old boy, one 16-year-old girl, and two 15-year-old girls were arrested.

The teens will be facing charges of second-degree murder in what Ferguson called a "senseless and violent incident."

Ferguson said the public helped by giving witness statements as well as tips through Crime stoppers to help them locate the teens involved.

Ferguson said the parent of the 17-year-old boy also turned him in. When police found the boy they also found the 16-year-old girl.

The second 15-year-old girl was found Tuesday just before police spoke to the public at 11:30 a.m.

"It does in fact take a village to ensure the safety of our city," said Ferguson. "Thank you for getting us to the point, but we should not stop."

New Orleans Mayor LaToya Cantrell issued the following statement on the carjacking:

"Yesterday our city witnessed a shocking and horrific act of violence," said Mayor LaToya Cantrell. "It was startling beyond belief, and I absolutely condemn this senseless and unimaginable tragedy in the strongest possible way. I send my heartfelt condolences to the family of the victim, and my gratitude to the NOPD and Chief Shaun Ferguson for the quick and efficient work in apprehending the four suspects in less than 24 hours. I thank them for their diligence and professionalism in making our City safer. But it does not end with our police force. It takes all of us coming together to address the issues we face, and I am confident that by working together, we can make New Orleans a safer and prosperous city for all of us."

The family of Linda Frickey, who was killed in the incident, released video of the moments leading up to the deadly carjacking. The family said they wanted to bring awareness to the crime in the city by sharing the video. The video may be considered disturbing to some. View at your own discretion.

NOPD officials said the four suspects took her vehicle, speeding off while she was still attached to the vehicle. Neighbors said she was still partially in her seatbelt.

"It is disgusting. You have a 73-year-old woman just at her job. Putting things in the car. They dragged her. No forethought. Dismembered her. Why? She was just a good person," said Kathy Richard, Linda's sister-in-law.

NOPD released video of the suspects late Monday night.

"She would have helped anyone off the streets. She would have given them the car if they would have just given her the chance to step away," Richard said.

Frickey was dragged more than a block before being dislodged from the car, her arm severed during the incident.

Neighbors helplessly tried to stop the vehicle.

Todd Ecker from Mid-City said, "I got out of my vehicle screaming, 'Stop, stop. You are dragging someone.' He took off with the vehicle, still dragging her. Reckless. No care for human beings at all."

Family members said Frickey was leaving her job at Security Plan Insurance where she sold life insurance when it happened.

"She was coming out of her office building putting something in her car," Richard said. "She got tangled in her seatbelt because they did not give her time to get out."

Frickey's sister Jenny Griffin called her kind, saying she will be missed.

"She was just the kindest. The best person," Griffin said. "It is a hole in all of our lives that we will never get back. She will be deeply missed. That is all I can say."

Now instead of welcoming their sister home from a day of work, they are grieving her tragic death.

"It is disgusting. When is it going to stop? That is what they target? Old ladies. It is cowardly. It's evil. The parents need to be held accountable," said Griffin.

Family members said Frickey was married with children. She was one of seven kids including five sisters with at least three grandchildren.

Orleans Parish District Attorney Jason Williams issued the following statement regarding the carjacking:

“What occurred to 73-year-old Linda Frickey was heinous and unthinkable. I can’t help, but think of my own mother and other elders in our community.

"While we will allow the NOPD to complete a thorough investigation, any and all persons that the evidence shows participated in the murder of this elder will be prosecuted to the absolute fullest extent of the law.

"I am also renewing my call to the mayor and city council to immediately approve the disbursement of COVID-19 federal funds already at City Hall which were requested by the DA’s Office, along with other law enforcement and nonprofits three months ago at the start of this crime surge.
