the "blueprint" is simply hydrolysis via DC, or pulse(DC), of electrodes(stainless-steel) in water with sodium hydroxide added as electrolyte; as long as you can get ~1liter/min of gas at under 1KW of power you can probably drive internal combustion engine/generator and still be able to feedback excess energy to electrolyser via alternator; the trick is to change timing of engine to almost TDC(top dead-center) as the gas(HHO) explodes much faster then gas or alcohol or even ethers, and is to dangerous to store in tanks! need to make "on-demand". search engines about engines using "HHO", "HHO" is a keyword in browser for such topics.
