If anything, it is a PERPETUAL affront to reason, honesty, the Law of Nations (which admonishes wrongfully attacking the glory of ANY nation), and American jurisprudence which has LONG PROHIBITED "discrimination on the basis of national origin" -- and to generalize unjustly against "Russia, Russia, Russia" is precisely that.
