Just to clarify the "keep all the puppies to piss off the council", just like registering them as cats.... those are intended as jokes, OK, but I am prepared to defy the council's rules and keep any of the pups that I can't find a loving home for. My animals are NOT their property, and I won't be having them put down just to comply with dictates from a petty unelected bureaucrat on a power trip.
