Ronald Reagan reluctantly signed this bill. It was sqeezed in as part of a defense spending bill (as these scumbags are known to do). George HW Bush forced the issue of signing and The Cabal struck a devastating blow to the American people. What is the incentive to make the cleanest possible vaccine if there is no liability? Obviously there is none. If given "immunity", a corporation will do what is designed to do... make the most money it can for its shareholders. Your children don't matter to them. End of story.
