these are localized disasters
such as texas with a outage
due to a storm and no power
these are localized disaster things, and so 90 percent of areas will never happen
the storms, are created now, and so they wipe out areas using man made storms, say a part of texas, than afte rth storm ruined eveyrthing then fema comes in,

they do have these convoys a lot all over, years ago always. more of a trainning thing, and national guard.
its possible that some areas could be affected.. but also possible that they are not affected and business as usual goes on
